To fulfill this demand, the organization that controls the gTLDs, ICANN, established the dot MOBI domain name extension in 2005. The first registrations were allowed in September 2006, and the notion behind this domain name extension is that all websites that use it need to comply with special terms. In other words, all dot MOBI websites should be designed to be opened without problems by mobile devices in agreement with the so-called “MWI Best Practices for mobile content” created by the W3C Mobile Web Initiative (MWI) in collaboration with the .MOBI Registry. These incorporate how a page is being navigated, the way it is being displayed (form and size), etc.

The restrictions have raised some questions given that the universal domain name extension is the only one that specifies what devices must be able to access a website and the way in which this should happen, breaking the so-called principles of device independence, according to which a web page should be created in such a way as to be viewed by the majority of web browsers and devices, be they mobile or stationary.
